The Damascus steel dagger's background dates back to when it was first seen in the hands of the assassin who was sent to kill Bran Stark. Possessions of the knife were first attributed to Petyr Baelish and then to Tyrion Lannister. Catelyn Stark used this evidence to accuse and arrest Tyrion for attempting to murder her son, sparking the war between the Starks and Lannisters. It was later mentioned in a history about the Targaryen family that Samwell Tarly read at the Citadel.
